Clean Energy Implementation Plan (CEIP)
Why We Need a CEIP
In 2019, the Washington State Legislature passed the Clean Energy Transformation Act (CETA), requiring all electric utilities that supply power to Washington customers to transition to clean, non-emitting electricity, which includes the following milestones:
- By 2025, utilities must eliminate coal-fired generation serving Washington customers.
- By 2030, utilities must be greenhouse-gas (GHG) neutral — any remaining emissions must be offset via renewable energy, energy-efficiency, carbon-reduction investments, or other compliance measures.
- By 2045, utilities must supply 100% of electricity sold to its consumers from renewable or non-emitting sources.
What Is a CEIP
To meet these legally mandated milestones – while ensuring reliability, affordability, and equity to its consumers – Lakeview Light & Power (LLP) must develop a four-year Clean Energy Implementation Plan (CEIP), describing how it plans to meet CETA’s clean energy goals.
Specifically, a CEIP must:
- Propose interim targets of how the utility will meet CETA goals, layout an action plan for the four-year period, include specific targets (for energy efficiency, demand response, system reliability, and renewable energy procurement) and to provide an opportunity for LLP’s members and consumers to provide public feedback.
- Even though LLP purchases all of its electricity from the Bonneville Power Administration (BPA) we want to ensure that align resources and have programs in place to assist those who are experiencing financial hardship.
